afaik any name in UBC that wasn't registered by noon today was released. If
there are no other blocking 3rd level domains you should be able to get it -
unless someone beat you to the punch.
Since CIRA's system hiccuped today, you may have to wait until tomorrow to
see what the actual outcome of the fiasco was - keep trying if you wish :)
