In addition to the reseller updates (at least 2 weeks ago or so) the answer

Please understand that Tucows is doing this to increase the chances within
our queue. We are not preventing our resellers from accepting
pre-registrations from their users. Please feel free to do so.

No, you play lottery as the the Registry does ;-) And I think Tucows
should play lottery as well instead of going by first-come/first-served.
This has *never* been communicated before. If we would have been told
about this system Tucows uses during the last two weeks I would have
told our clients to submit their wishes earlier to us.
