New domain prereg inconsistencies

I noted the following problems with the forms for the new domains.

1. Missing fields or wrong syntax cause a confirmation showing the
error, however, a missing or wrong syntax domain name produces a new
form containing the error message. This is easily misleading people
that they would have to enter everything again. It should also
produce a confirm page with the error instead of producing a new
form.

2. The info form wants "domain.info" in the domain field, biz wants
only "domain" there. This should be made consistent, so that you
always have to type or paste the full domain name in there. Anyway,
whatever system you use, it should be the same for alle domain types.
