I've had a bunch of domains from NetSol with this error - can't figure out
why either - domains are all registered for more than 60 days and all paid
up. Have emailed denied-transfers@tucows.com and am waiting on an answer

It's a misleading error, it actually means that NSI (Or whatever registrar)
denied the transfer.
