If there are a RSP's putting an unfair load on the servers at a
particular time, they should be restricted (either with a max
number of lookups per hour, or by implementing some sort of user
pays system). I'm sure they'll argue they have a "right" to do
lookups - but the sort of volume we're talking can have an impact
on others.... basically, you're talking about people causing
downtime every single day.
That said, the lookup servers should be able to handle the peak
loads.... the lookups have been getting slower and slower (even
in non-peak times) - its something Tucows should look at fixing.
