How's that? Why couldn't ICANN simply cancel the accreditation if the
registrar failed more than once to abide by its policies? These days
it tends to be the "affiliates" who spam, but I suspect that the very
first registrar to bite the dust would be example enough for all the
rest to shine up their policy documents.
I realize it would require ICANN to actually pay attention to what's
going on and PARTICIPATE with the Internet, rather than relaxing with
its lips wrapped 'round NetSol's root registry, but perhaps such
attention would be a welcome change.
