A quick verification of the NTIA site backs it up. Yes, EDUCAUSE is now
the register for .edu. One policy change that was made is that now
community colleges can now apply for .edu domains. This opens up a huge
new market for the TLD.

As far as educational institutions outside the US, they would have to
also be accredited in the US to get an .edu. This, like, everything
else is subject to change with the new registrar.
