My two cents on this one...

I believe the only reason we have to pay for domains on expiry is because
Verisign has that 'autorenew' feature on a domains expiry.....some other
registries don't work that way....I think it's more a comprimise that was
made when fitting the rules from the Single Registrar model into the new
reality of multiple registrars...and not something we can infer 'ownership'
from.
