I agree with you, William. However, the proposed Waiting List Service can
also be viewed as FCFS, in the manner in which it has been presented.

Regardless, however, the primary and most fundamental flaw with the WLS
proposal, in my view, is that one entity will have full monopolistic
control over a segment of the name space. The mere concept of monopolistic
power and control over any portion of the name space, is exactly opposite
to the reason why there is an ICANN and why there are competing Registrars.

Therefore, until this fundamentally troublesome flaw is resolved,
everything else in the WLS proposal is, in my view, unimportant or merely a
secondary consideration.
