This is because most registrars are responsible, and actually verify
the intent to transfer correctly, like Tucows does for transfers from
other registrars. Unfortunately, there are a couple whose policies
are not stringent enough, hence Tucows's provides both a secondary
method of protection (the email notice with the option to deny the
transfer) and the ability to lock the domain.
