And those rules say they get reimbursed for the registration.  Period.

Doesn't mean the exception is legal.  You can put anything you want in
a contract, doesn't mean a court will allow it to exempt you from
liability, regardless of how you worded it.
Exactly! Sometimes it is a pain, sometimes very helpful :-)
