You won't be able to run nameservers on a dynamic IP address. Besides,
you would be violating the Terms of Service for your Internet connection
and risk losing it altogether.
There are third party DNS services available that provide the services you
need. Some are free (unreliable) and some are fee based. I would suggest
you shop around for a service that exactly meets your needs.
