From the registry:
"The names are released from STOP in two phases.
First, there are those that had only one IP claim and either the claimant
released their IP Claim or the STOP filing window expired without action
from the claimant. Such names become available within 72 hours of being
released from STOP.
Any names that are still in STOP, after the 30-day automatic hold, must
either have a pending STOP case, or there is at least one STOP filing
window still open. In most cases, the registrant would know how many IP
Claims were against the name, as they got the notification of IP Conflict
email in mid March that listed all the IP Claimants to the name(s)."
