Agreed. Currently the registry does not allow for an upgrade - as a
result, it is a manual process to move someone from the base package to
the package that includes forwarding. When they release functionality
that allows us to "add" the forwarding insteading of "replacing" the
package with a new one, we will take a look at offering it.
