Thats not the problem what I can afford.

I absolutely accept your policy and I will put sufficient fund
but I would like to show the problem arising for non-US resellers:

Your plan:
=======
- 2002-06-19: I will submit f.ex. 1000

- 2002-06-20: message from you - not duplicateswithin my list => $20.000
maximum

- 2002-06-21: have to put additional $20.000 to my account

- 2002-06-26: de-duplication within resellers => 100 domains of my list will
be submitted to Afilias
  (make a plus of $18.000 at my account)

- 2002-06-30: exchange rate Euorpe - USA has fallen 1%
  I will ask to refund $16.000 back and leave $2000 in my account
  because of my credit card fees (1%)+ fallen exchange rate I will loose $320

- 2002-07-08: 10 of my 100 domains will be selected (I am always very
optimistic)
  so costs per domain are $20 registration fee + $32 credit card / exchange
rate ($320 / 10)
  = $52 per domain = $26 per year

My suggestion:

- 2002-06-19: I will submit f.ex. 1000

- 2002-06-21: Tucows doing de-duplication within resellers (DIFFERENCE IN
PROCESS)
  Tucows sending email: 100 domains selected - add $2.000 to your account

- 2002-06-22: I will to put $2.000 to my account

- 2002-06-26: 100 domains of my list will be submitted to Afilias

- 2002-06-30: exchange rate Euorpe - USA has fallen 1% (I do not have to care
about)
  (will not need to ask for refund / my credit card fee 1% = $20)

- 2002-07-08: 10 of my 100 domains will be selected
  so costs per domain are $20 registration fee + $0,20 credit card as usual
  = $22 per domain = $11 per year as usual
