If it's a registrar or registry imposed lock, then you will get that
error.
If it's a registrant (i.e. client) imposed lock (the registry locking
feature that we pass along to our customers) then you can still renew a
locked domain. Before posting this I verified that what I describe is
indeed the case. I was able to renew a domain that I had placed on
registry lock.
