1) mailing list experiment gone wrong... won't happen again
2) we sent an addendum (re-send) notice that has links for all the
necessary bits in HTML and text (sorry)

As for section 2.1, this is only the case if the registrant does not have
a sponsoring TAG holder to take the cost (as they will if they're a
customer of you and you are a customer of ours).
