Yes, they should be able to, I can understand receiving an error message when trying to
register vis another registrar, but I think OpenSRS should allow such renewals (even late
renewals) once they know an RSP is gone. Change the logic
'if domain is expired' do not allow transfer
to
'if the domain is expired'
do not allow external (registrar) transfer
do not allow internal (RSP) transfer EXCEPT if current RSP is defunct.
