Does this extend to expired domains? It sounds like he tried with another RSP and got a
'non-transferable' error. I think that should be lifted for RSP-RSP, at the very least if
RSP is known to be defunct. Can't be too hard to cross-check a list or flag all domains to
allow RSP transfer once confirmed that RSP is defunct.

Sure, you can RSP2RSP transfer the domain.
