Hi Matt,
I had the same problem. It seems by default that the Test system isn't setup for Certificates - and you get that error.
I just emailed support, and they set it up for me - now I can test everything with no problems.

I get this message when I try to register a new cert. I get to enter my
information, such as Contact, Company, etc, and then hit "VERIFY ORDER".
The next page shows me all the info I typed in. When I hit "Order Now!"
it goes to the page with the error message.
I tried searching through the archives, and only found 1 reference of
this error, and it didn't prove to be very helpful towards this
situation.
I'm working on the testing server, since I've not done the certs before,
only domains. I just wanted to get all the kinks out before the new
version went live.
I'd appreciate any help that anyone can give.
