Except not every 'abuse' contact needs an ISP NOC. In the case of a small
company with an Excahnge server that is an open relay, for example, you need
whoever in the company runs the server, or possibly the 'admin' contact, who
will be the person most upset that porno spam has their name on it.

Contact them, and the machine might be shut down in seconds. Contact the
ISP NOC -- and it will go in the queue, and maybe someone will see it, in a
few days.
