Yes, that's true.

But as I mentioned, I don't have a problem with (and I don't think end
users are worried about) technical contact information being listed in
WHOIS. If it were allowed for the contact info to just be a
technical/abuse contact (i.e., it were okay for hosting companies to put
their own contact info for "vanity" domains), that would be fine.

The privacy concern is the current rule which requires that people who
aren't involved in running the domain at all, and who can't address any
network issues coming from that domain, must reveal their name, phone
number, and physical address.
