However as a record still exists, I cant register it,
I had expected that Snapnames had some sort of arrangement with NetSol,
to allow them to request expired domains over a certain age, to be
deleted....
Hence why I paid my money, expecting a service that I couldn't get,,,
as they appear to be a NetSol Owned / Affiliated company.
Seems, I am wrong.

I think I'm missing something here. If it expired 12 months ago and
they still haven't registered it for you, why don't you just go and
register it now?
I suspect that they haven't registered it for you because it is still
registered. If this is the case, then it's impossible to register a
domain that isn't available for registration.
