No it is not acceptable.
On hold means that the domain is no longer viewable, like what happens
now with the 30 day redemption period at Tucows.
For a running business that is unacceptable.
With the 14 days no time is alloted for Europeans having longer holidays
then Americans, or snailmail from Africa taking longer or even snailmail
from EU to US taking more then that time.
It was the reason for a objection in the report.
Thankfully however this is also the worry of the registrars, albeit
perhaps for less noble reasons, and thus it is likely that the
implementation committee will advise a (hopefulle 3 times) longer
period.
