To be more specific - try http://www.ukrname.com/1.html
There's only one link on page in UTF8 encoding.

It's clickable and working in IE, at least for me, clickable
but not working in NN 4.76 and Links 2.0pre6 - but I'm sure
that both just can't send domain name as UTF8.
