There is already a simple and fair process for IP holders to claim
domains. It's called UDRP (Uninform Dispute Resolution Protocol).
Why in the hell would you want to add a cost and bureacracy to
the domain deletion process, where 99.9999% of the domains
are simply shit people have abandoned.
