Hmmm. Indeed, those aren't accepted as valid foreign registry
nameservers. Worse, though, they aren't registered as hosts for
concentric.net with the .net registry, so you can't even use them with
.com or .net domains.
Something is wrong here (concentric.net is unlikely to be telling people
to use nameservers that they haven't registered), and I think I see what
it is.
Look at the output of:
$ dig concentric.net @nameserver.concentric.net NS

If you look closely, you'll notice that the IP address of
"nameserver2.concentric.net" is the same as the IP address you're calling
"kontiki.concentric.net", and "nameserver3.concentric.net" has the same
IP address as the machine you're calling "tycho.concentric.net".
I suspect that your client misunderstood what XO told him, or perhaps XO
is giving out bad instructions. Did you by chance start out with only the
IP addresses "207.155.184.72" and "206.173.119.72", then try to figure
out the host names by doing reverse lookups on them? That would give you
"kontiki.concentric.net" and "tycho.concentric.net", but that's not
correct in this case; there is no guarantee that the name shown by a
reverse DNS lookup of a DNS host's IP address will match the name entered
at the registry.
You should presumably be using the registered host names
"nameserver2.concentric.net" and "nameserver3.concentric.net", instead of
"kontiki.concentric.net" and "tycho.concentric.net".
