In my experience, they send a message to the admin contact that must be
responded to.
However: we recently tried to transfer a domain name from GoDaddy, and it
was denied without the admin contact receiving a confirmation message.
After some digging, the reason GoDaddy gave was as follows:
>It appears that in the last month that the domain name was renewed. Per
>ICANN regulation you will not be able to transfer a domain name within 60
>days of registration or renewal. Once this time frame has passed you will
>be able to transfer your domain name to a new registrar.
This is, of course, complete BS. Although I realize I may lose the most
recent year added at GoDaddy by transferring it soon after renewal, ICANN
does not prevent transfers in this period as they claim (and as their
transfer system apparently enforces).
Perhaps the Tucows authorities can apply a little leverage here and get
them to see the error of their ways?
