This lies at the feet of registry policy, not ICANN policy. I can't see
anything but economic reasons that might prevent the registries from
allowing for more reasonable non-payment policies. There have been
discussions with them in the past on this subject, but nothing has ever
come of it.
Also, I think there might be some confusion regarding what our actual
non-payment policy is. Rather than adding to the confusion, I'll let one
of our resident experts fill in the blanks to make sure that the
list-reality is in sync with policy-reality (and also realizing that it
might actually be the policy-reality that needs the adjustment ;)
