I had a similar situation where I wanted to delete the domain.
I was informed by tucows that they don't normally delete domains. However,
and I quote "our Compliance Dept can place the domain on administrative hold
if a credit card chargeback has taken place. You can contact them for
further information at compliance@opensrs.org"
So can't you just place the domain on administrive hold? I presume that would
prevent the person transferring away until they have paid. Sure it would
still work (DNS wise), but you would get them in the end (unless they were
prepared to let it drop and register it elsewhere)
