No, since it's displayed on the main login page.
I don't see how you could possibly make displaying the link optional, since
you don't know at that point WHO the reseller is (until they've successfully
logged in).
I suppose it could be altered to disable the actual sending process, and
give a "Tough Luck" message if the reseller had not explicitly enabled
password retrieval...
