Neither explanation quite fits. The message headers indicate that
these two messages are sent by OpenSRS at the exact same second
(Based on the Date header and the bottom Received header). In
today's case, this was about an hour and a half after the original
request was submitted and the confirmation e-mail was sent to the
admin contact.
I have fourteen pairs of these messages that I have held on to for
one reason or another, the oldest being from November 11 of last
year. For each of these pairs, the headers show that they were sent
(not received) within one second of each other.
