Except that Name Server records ought to be incredibly static. I actually prefer
how it used to be, when you needed to first create an NS handle with the
registry.

For any new name server, you should first insure there are no conflicting glue
records, assign it to a domain within the same TLD, and then add it using the
"add to all foreign registries" (even if you don't need it now).

I think making it any more automated would just encourage more abuse of the
static nature of name servers.
