Domains reserved but not registered?

In looking at whois output, the domains appear unregistered. However, in
the RWI they come back as "this domain is already reserved"

Reserved by whom? How long do I have to wait for it to become unreserved?

Sorry if this has been asked a million times. I've been out of the OpenSRS
loop for a bit, and didn't see this question answered in the list archives
for the last month or so.
