Process Transfer API Call

I already asked this on the dev-list, but nobody answered, so....

I don't understand why the new "Process Transfer" API call is necessary,
because the existing "Process Pending Order" API call can already
resubmit declined transfers.

I'm assuming there must be some difference I'm missing.

Can someone from OpenSRS tell us what the difference is (i.e., why a
reseller should be using "Process Transfer" instead of "Process Pending
Order" for resubmitting a failed transfer), and perhaps add that info to
the documentation?
