If i understand you correctly, an unethical registrar can initiate a
transfer without actually getting the authorization of the domain owner.
That's nuts.
Also, in future, the system must be changed so the recipient (domain
owner/admin) of a transfer request must have the right to know who initiated
the transfer. Name, address, phone, email, etc.
What a mess.
