I have a domain at Totalnic. My impression is that they basically have a
do-not-transfer policy.

When I inquired about transferring the domain out, they asked me to have a
signed, notarized, original authorization mailed to their offices in
Australia. Even after I did that, they still haven't transfer my domain.

I don't know what I'm going to do, but as I feel now, I wouldn't advise
someone to register a domain there. Someone needs to talk to them. I've
heard the same complaint from others. They say that they are protecting
the registrant, but I think their policy is a little too stringent.
