I was under the impression that CIRA did not need to be involved in RSP to
RSP transfers (then or now) as CIRA doesn't even recognize resellers.

As it turns out, the second person I spoke to at Tucows is getting pretty
much the same thing done as last year.

Regardless of the outcome of this particular transfer, I took most great
exception to being called a liar. Not what I have come to expect from Tucows
usually exemplary technical support.
