I don't think there are any "operational" rules - only a requirement
that the domain lock be available.
Customers of Tucows/OpenSRS have it easy. Most other registrants get it
up the rear end. This is the world of domain registration - where the
object is to keep the registrant by making it difficult for them to
leave.
We see this crap practically every day - and most customers just give
up and stay where they are.
