I suspect they're advocating "obfuscating" contact information vs.
falsifying, two radically different concepts.
If I register domains for my customers, but provide MY contact
information, then I've simply hidden my customers behind me. That's not
falsifying anything, and presumably would not be illegal.
If I make up contact info for my customers, well, that's a horse of a
different color...
