Sorry - I didn't notice that this was addressed to me. Current ICANN
policy is such that the Gaining Registrar already has permission from
the Registrant to transfer at this point. Our outgoing message is
simply a courtesy to the registrant to give them an out if they have
changed their mind.
New policy will change this slightly by beefing up the authorization
requirements on both end of the transaction - if ICANN ever implements
them.
