I can't speak for Tucows but that would be problematic as it relies on the
registrant type being Individual.
Therefore a single stage registration form would be prone to errors.
You would need to have a two part form.
First part: Select reg type.
Second part select opt out.
The client code would not handle that too well so i can see why they haven't
done it.
We had to write our new system that way, as having it all on the one form
caused almost all registrants to choose opt out even if they were not
elegible by registrant type.
We could have used lots of validation but the more error messages the more
chance of someone dropping out of the registration process.
Also Nominet's system is somewhat flakey.
My understanding is that UK and foreign individuals can opt out.
However, the reg type for a foreign individual is FCORP (same as a foreign
company)
and if you send an opt out command it will fail.
This was caused when Nominet decided not to have a category FIND (foreign
individual) in the registration template at the very last minute (about 2
years ago).
I don't know how to opt out a foreign individual although it appears to be
possible according to the rules.
I mention this because it might affect you more than it does us.

You can not change the organisaton field.
This is a registrant change, costs #35 and had to be done manually by
Nominet
But you can change the address details and presumably registrant type.
