Check your configuration files to make sure you're configured to connect
to Horizon. My bet is that you've configured everything properly except
that it's set to connect to the Live environment (where the key
obviously won't work)

The CBC error is a slight concern as well...you may want to check to be
sure you have all the necessary modules installed. More than likely,
it's simply failing because you're using a Horizon key against the live
environment.

Horizon doesn't check IPs on connection, which is why you can't find the
option to add IPs.
