This could be an interesting issue.
About 10 minutes ago we had a registrant complaining he could not transfer a
domain registered through us in June (i.e. within 60 days).
I was able to reply that this is a rule imposed by the registry.
If it changes to "may" then each registrar will have a different rule,
customers will become more confused
and they will ask us (as todays customer did) to allow a transfer within 60
days pointing out that the rules allow for this.
In other words, its going to come down more to our/TUCOWS terms and
conditions and less down to registry rules so any legal challelnge would end
up against us/TUCOWS rather than the registry.
Those are my initial thoughts.
