Its posts like I've seen today on this list that show the misinformation
and FUD being perpetuated by rogue registrars is alive and well.
All of this talk is being perpetuated by the FUD created by some
registrars that were upset (and probably still are) that the new transfer
policy prohibits them from throwing up all kinds of roadblocks in an
attempt prevent their customers from transferring away to a different
registrar.
I would suggest actually reading and understanding the official transfer
policy instead of believing all of the misinformation you are reading in
the media and from others about it.
A quote from SNL last night sums it all up: "I read it on the Internet, so
it must be true".
