I'm not sure that would help -- You need the information to be available
to the registry before the losing registrar hears about the transfer out.
The ability for the root registry to query the current registrar of
record might be the route to go.
As much as I hate them, maybe authorization codes (Similar to .info)
would be the best way to go?
