I gave the folks at OpenSRS/Tucows a call today--left voicemail actually.
When I receive a call back I will let you know what I find out.

I find it curious that they list a process for getting setup as a reseller:

by NSI-Registry, to bring our resellers online in a controlled and
reasonable manner.

    1.Fill out the contract, credit applications and contact forms.
    2.Download Intrepid, the first generation client code for OpenSRS.

      to RITE (Reseller Integration and Test Environment).
    4.Schedule RITE testing with your OpenSRS representative.
    5.If RITE testing goes well, you will be issued access information for
      the production environment (currently Horizon, the first
      generation OpenSRS server platform).
    6.Start registering!

But they provide no method to start this process. Filling out and
processing credit applications can take a while and I need to get that ball
going.

Hopefully when I get a call back it will clarify the situation.
